First of all, the friend must be registered.
Then, you need to invite him as a friend (click the "friends" tab above). Your friend must accept the invitation.

Once your friend has accepted the invitation, your friend will be listed on the right hand side of your "write" page.
To make a private post for him or her, you simply need to check the checkbox next to the person and then publish the post.
