Creating a new blog

Hi,
Does anyone know how can I create a tottaly new blog without having it connected to my existing user name?

Do I need to creat a new account from scratch?

Basically yes - theres no way creating new blogs with new usernames without creating new users.
But actually its not wise to use multiple accounts as this can be detected as spam.
