I'm using software which requires a valid XML-RPC URL. Can anyone tell me what this should be?

Found this on the developer blog
http://www.blog.de/main/xmlsrv/xmlrpc.php (I replaced blog.de with blog.co.uk)
but my software says it does not seem to be a valid Blogger API URL. The data returned was not valid XML.
